• Authorizes administrative officials of governmental entities to seek administrative warrants from judicial officers to conduct inspections required or authorized by public health, safety, and general welfare laws.

• Establishes procedures for issuing administrative warrants, including requirements for affidavits, probable cause standards for administrative searches, warrant execution timeframes (maximum 14 days, renewable), and notice requirements.

• Restricts warrant execution to 8:00 a.m. to 6:00 p.m. on weekdays and legal business days unless judicial officer authorizes otherwise, and requires execution in presence of person in control of premises except in specified circumstances.

• Prohibits use of evidence obtained from an invalid warrant or outside the inspection scope in any civil, criminal, or administrative action, unless the warrant was not constitutionally required.

• Makes willful obstruction of an inspection authorized by an administrative warrant a Class C misdemeanor offense.
