HB605 Summary

• Extends the private hospital assessment and Medicaid funding program through fiscal years 2014, 2015, and 2016, changing the assessment base year from fiscal year 2009 to fiscal year 2011.

• Sets the assessment rate at 5.50 percent of net patient revenue in fiscal year 2011 for fiscal years 2014-2016, with the Medicaid Agency to evaluate federal law changes before fiscal year 2016 and report findings to the House Ways and Means Committee.

• Requires state-owned and publicly owned hospitals to make intergovernmental transfers to the Medicaid Agency beginning October 1, 2013, to obtain federal matching funds for direct inpatient and outpatient care and access payments.

• Specifies that state-owned and public hospital certified public expenditures shall be used for uncompensated care and to pay disproportionate share payments, in compliance with 42 U.S.C. §1396b(w).

• Becomes effective October 1, 2013.
