Prohibits product liability actions against any manufacturer unless that manufacturer actually produced the specific product that caused the injury, death, or property damage.

Establishes subsection (a) as the sole and exclusive remedy for personal injury, death, or property damage caused by manufactured products, covering negligence, misrepresentation, breach of warranty, and other specified legal theories.

Protects distributors, wholesalers, retailers, and sellers from product liability actions unless they also manufactured the product, exercised substantial control over design or manufacture, or altered the product in a way that caused the harm.

Allows claimants to sue distributors if they cannot identify the manufacturer despite good faith efforts, but requires claimants to dismiss distributor claims once they identify and sue the actual manufacturer.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
