Prohibits operating a dump truck on any highway, road, or municipal street in Alabama with the truck bed raised to more than a 45-degree angle, except when actively dumping a load.

First offense is a Class C misdemeanor; second and subsequent offenses are Class B misdemeanors.

Any law enforcement officer may enforce this section and may issue citations at accident scenes if they have reasonable cause to believe a violation occurred, even without witnessing it.

Establishes that this act does not repeal other criminal laws, and if conduct violates both this section and another law, the provision carrying the more serious penalty applies.

Becomes effective on the first day of the third month following passage and approval by the Governor, and shall be known as "The Ricky Morgan Act."
