• Amends the distribution of Tennessee Valley Authority in-lieu-of-tax payments received by Jackson County to establish a new appropriation structure effective October 1, 2013.

• Allocates first $145,000 annually to Jackson County Hospital Board for ambulance service, followed by $105,000 to Jackson County Economic Development Authority, and additional $75,000 to the Authority for industrial development purposes.

• Provides $5,000 annually to each volunteer fire department in good standing plus $30,000 to the Jackson County Association of Volunteer Fire Departments, and $25,000 to Scottsboro-Jackson County Rescue Squad for equipment and facilities.

• Distributes remaining net payments as follows: 2% for legislative office, 33.5% to public schools on per-pupil basis, 25.5% to municipalities on population basis, 25.5% to county general fund, and 11.5% to Jackson County Discretionary Fund.

• Creates a six-member Jackson County Discretionary Committee chaired by the state senator representing Jackson County to oversee discretionary fund disbursements and requires annual accounting reports by September 30 from all recipient entities.
