• Allows persons age 21 or older who are on active duty, in active reserve status, or retired from the Armed Forces of the United States, or their dependents, to possess a reasonable quantity of alcoholic beverages purchased from military or in-state liquor stores in any Alabama county for private use and not for resale.

• Requires alcoholic beverages to be purchased from military liquor, package, Class 6, or similar stores that sourced their stock from licensed Alabama wholesalers or the Alabama Alcoholic Beverage Control Board.

• Requires sufficient identification such as a sales receipt to demonstrate the alcoholic beverage was purchased in Alabama and sold by a military store or outlet.

• Establishes a civil penalty not to exceed $500 for first-time violations of the act.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
