Authorizes the governing body of the City of Newville in Henry County to call an election on Sunday alcoholic beverage sales for off-premises consumption after 1:00 p.m.

Requires at least three weeks' notice of the election by publication or posting at city hall, with election costs paid from the general fund.

Permits sale of alcoholic beverages on Sunday if a majority of qualified voters approve the measure, subject to applicable state laws and city regulations.

Prohibits Sunday sales if voters reject the measure, unless subsequently legalized by another election.

Provisions are cumulative and supplemental to existing city authority and do not repeal any current powers under state or local law.
