• Applies only to Talladega County and exempts construction or renovation of minor athletic facilities at public schools from competitive bidding and most public school construction laws.

• Defines "minor athletic facility" as a concession stand, dugout, changing room, bathroom, or similar facility near athletic fields with total construction or renovation costs of $100,000 or less (excluding volunteer labor and donated materials).

• Allows minor athletic facilities to be constructed or renovated if work complies with all codes, laws, regulations, and standards applicable to persons licensed by the Alabama Home Builders Licensure Board.

• Permits citizens to donate time and materials for school sports facility construction while maintaining safety and quality standards through home builder licensure requirements.

• Becomes effective immediately upon passage and approval by the Governor.
