• Amends Section 11-52-31 of the Alabama Code to allow municipal planning commissions to adopt regulations permitting administrative approval of minor subdivisions without public notice or hearing.

• Defines a minor subdivision as land subdivision into no more than 6 lots or a reduction in the number of lots in an existing subdivision.

• Prohibits minor subdivisions approved administratively from requiring public improvements, dedication of public ways, or expenditure of public funds.

• Requires minor subdivision plans to comply with the master plan, official zoning map, zoning ordinances, and other subdivision regulations.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
