• Prohibits public assistance recipients from using benefits to purchase alcoholic beverages, tobacco products, or lottery tickets; violators must reimburse the Department of Human Resources and face escalating sanctions including 1-month disqualification (first violation), 3-month disqualification (second violation), and permanent disqualification (third or subsequent violation).

• Prohibits public assistance recipients from withdrawing or using cash benefits at retail establishments primarily selling alcoholic beverages, casinos, tattoo facilities, psychic service facilities, or adult-oriented entertainment venues where performers disrobe or perform unclothed; same escalating penalty structure applies.

• Requires the Department of Human Resources to consult with ATM service providers to create and implement a program blocking access to cash benefits from Electronic Benefits Transfer cards at ATMs located in the prohibited establishments.

• Requires the Department of Human Resources to immediately apply for any necessary federal waivers to implement the provisions and to adopt rules for implementation.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
