HB7 Summary

• Amends Section 16-5-10 of the Code of Alabama 1975 to authorize the Alabama Commission on Higher Education to establish a programmatic review fee schedule for out-of-state postsecondary institutions.

• Requires the commission to promulgate a schedule of programmatic review fees that may be revised with reasonable notice, with individual fees not exceeding $15,000 per institution.

• All programmatic review fees collected from non-Alabama institutions offering instructional programs in Alabama shall be deposited into the State Treasury to the credit of the commission and are automatically appropriated to the commission.

• Maintains the commission's authority to authorize and regulate instructional programs offered by non-Alabama institutions, with exceptions for programs approved by regional accrediting authorities in states with reciprocity agreements.

• Became effective immediately upon passage and approval by the Governor.
