HB81 Summary

• Continues the existence and functioning of the Alabama Board of Cosmetology until October 1, 2017, pursuant to the Alabama Sunset Law.

• Amends Section 34-7A-22 of the Code of Alabama 1975 to clarify instructional credit hour requirements for cosmetology licensure by specifying that credit hour programs must be reviewed and approved by the board as satisfying licensure requirements.

• Establishes training hour requirements for various cosmetology licenses: cosmetologists and estheticians require 1,200-1,700 credit unit hours or 3,000 apprenticeship hours; instructors require 1,250-1,700 credit unit hours; and manicurists require 600 credit unit hours or 1,200 apprenticeship hours.

• Requires all instructor licenses (cosmetologist, esthetician, and manicurist instructors) to complete 16 hours of continuing education from board-approved seminars during each licensing period.

• Takes effect immediately upon passage and approval by the Governor.
