Establishes the Greater Birmingham Drinking Water Commission composed of 11 members including legislators, state agency directors, the Birmingham mayor, and citizens with relevant expertise.

Commission shall assess the quantity and quality of drinking water supply sources in the Greater Birmingham area to secure present and future health and economic prosperity.

Commission must hold a minimum of 10 public forums before January 1, 2015, and submit findings and recommendations to the Governor, Senate President Pro Tempore, and Speaker of the House by the same date.

Committee terminates and dissolves upon submission of its final report to all legislators and the Secretary of State.

Commission members receive daily expense allowances and mileage reimbursement, with legislators receiving regular compensation and per diem; total funding capped at $5,000 from legislative appropriations.
