Commends Amos L. Otis on his outstanding record of professional achievement and recognition in business and public service.

Recognizes Otis as President and Chief Executive Officer of SoBran, a technical and professional services firm he founded in 1987 that serves major government and commercial organizations and has received rankings from Inc. Magazine and Black Enterprise Magazine.

Honors his 21-year distinguished career as an Air Force Officer in various roles including Titan ICBM Missile Combat Crew Commander, USAF Plant Representative at Hughes Aircraft Corporation, Professor of Air Science at Howard University AFROTC program, and Program Manager at the Air Force Office of Scientific Research.

Acknowledges his extensive civic leadership including establishment of the Brenda Otis-Lee Educational Scholarship Fund at St. Jude Educational Institute in Montgomery, Alabama, appointment to the Federal Reserve Bank of Cleveland Cincinnati Branch board in January 2012, and leadership roles in multiple fraternal and professional organizations.
