States that the U.S. Constitution leaves the setting of academic standards, curriculum, and instruction to the states, and that the State Board of Education is charged with establishing Alabama's educational standards.

Asserts that federal government intrusion on Alabama's right to establish its own educational curriculum and standards violates principles of federalism and state autonomy.

Requires a copy of the resolution to be provided to the State Superintendent of Education for distribution to the State Board of Education.
