Designates a 5-mile portion of United States Highway 431 in Calhoun County, Alabama (from mile marker 238 to mile marker 243) as the Major John Pelham Memorial Highway.

Honors Major John Pelham, a Confederate artillery officer who died in the Civil War, recognizing his military service and promotions from lieutenant (1861) to major (1862) to lieutenant colonel (1863).

Authorizes signage featuring the Great Seal of the State of Alabama and the designation "Major John Pelham Memorial Highway" if possible.

Specifies that the memorial designation does not alter or conflict with the common designation of U.S. Highway 431 and does not affect postal or address designations in the area.
