Urges 12 state departments and agencies receiving Children First Trust Fund allocations under the Tobacco Master Settlement to develop formal plans for economic viability after 2024, when TMS funding ends.

Affected agencies include Department of Education, Department of Human Resources, Department of Youth Services, Administrative Office of Courts, Department of Public Health, Department of Child Abuse and Neglect, Department of Mental Health and Retardation, Multiple Needs Child Office, Medicaid Agency, Alcoholic Beverage Control Board, Department of Forensic Sciences, and Department of Rehabilitation Services.

Requires the named departments, agencies, and offices to submit their formal sustainability plans to legislative leadership by the 20th legislative day of the 2014 Regular Session.

Acknowledges that TMS funding will terminate in 2024, resulting in significantly reduced annual funding for the affected agencies.
