Establishes a special order calendar for the 19th legislative day of the Alabama House of Representatives, giving priority to bills over regular business.

Places the following bills as special and paramount order of business, continuing on subsequent legislative days until disposed:

• HB506: Public education employees salary increase for K-12 and designated education institutions, with liability insurance program to be established by Finance Department in consultation with Education Department.

• HB166: Education budget appropriations for support, maintenance, and development of public education.

• HB505: Supplemental appropriations for fiscal year ending September 30, 2013, from Education Trust Fund to Department of Rehabilitation Services, Alabama Institute for Deaf and Blind, Department of Archives and History, Alabama Legislature, Public Library Service, School of Mathematics and Science, School of Fine Arts, and Department of Homeland Security.

• HB167: Appropriation for Tuskegee University.

• HB168: Appropriation for Lyman Ward Military Academy.

• HB169: Appropriation for Talladega College.
