Nominates Officer Adam Owens of the Birmingham Police Department for the 2013 Alabama Legislative Medal of Honor for Law Enforcement, the state's highest law enforcement award for extraordinary courage in the line of duty.

Recognizes Officer Owens' heroic actions on December 15, 2012, when he and four other South Precinct officers responded to an armed suspect holding a security guard hostage at St. Vincent's Hospital in Birmingham.

Notes that the officers encountered the suspect near elevator banks on the 5th Floor, leading to an exchange of gunfire where Officer Owens and two hospital employees were wounded, but the officers successfully neutralized the threat without additional injuries.

Commends the five officers for knowingly putting themselves in danger, averting a potential tragedy that could have claimed many lives, and stopping the suspect's actions without harm to other officers or innocent persons.

Directs that Officer Owens receive a copy of this resolution as evidence of the House's admiration and esteem.
