Mourns the death of Mr. Richard "Rick" Keith McLain of Tuscaloosa, Alabama, who died on April 10, 2013, at age 59.

Recognizes McLain's career as a University of Alabama football player under Coach Paul "Bear" Bryant in the early 1970s, 29-year career at Gulf States Paper Corporation, and service as CFO for Southeast Logistics.

Notes his surviving family members including his wife of 36 years, Stacie S. McLain; daughters Ragan Christian and Shelley LeBlanc; six grandsons; mother; brother; sister; and extended family.

Honors McLain's character, work ethic, loyalty, integrity, and devout faith, as well as his membership in Capstone Church and the Sons of Confederate Veterans.

Expresses the House of Representatives' deepest condolences to his family with heartfelt sympathy.
