Authorizes annual transfers of state funds from 13 designated state departments and agencies into the State General Fund beginning fiscal year 2014 and continuing each year thereafter.

Specified transferring agencies include the Alabama Alcoholic Beverage Control Board, Departments of Conservation and Natural Resources, Environmental Management, Finance, Insurance, Labor, Revenue, Public Service Commission, Securities Commission, State Personnel Department, Manufactured Housing Commission, Alabama Surface Mining Commission, and Alabama Tourism Department.

Transfer amounts are to be specified annually in the State General Fund appropriations act and are intended to help offset costs of state services provided by General Fund-supported entities to these departments.

Exempts state funds designated for specific purposes by the state constitution from transfer requirements.

Became effective October 1, 2013.
