SB11 Summary

• Amends Alabama Code Sections 17-11-3 and 17-11-7 to permit registered voters unable to access their regular polling place due to a gubernatorial state of emergency declaration to vote by absentee ballot.

• Allows emergency absentee ballot applications to be submitted to the absentee election manager no later than close of business one day prior to the election when a state emergency is declared by the Governor.

• Adds a new checkbox option to the absentee ballot affidavit form allowing voters to indicate they are unable to vote at their regular polling place because of a state emergency declaration.

• Establishes that qualified electors should be afforded the right to vote when voting places become inaccessible due to national or state emergency declarations.

• Becomes effective immediately upon passage and approval by the Governor.
