Increases notice period for proposed administrative rules from 35 to 60 days before agencies can adopt them.

Replaces the disapproval-based system with affirmative approval requirement: the Joint Committee on Legislative Operations must affirmatively approve proposed rules before they become effective, with non-action deemed disapproval.

Allows disapproved rules to be appealed to the Lieutenant Governor, who may approve them; if approved, the Legislature may override the approval by joint resolution.

Extends the committee review period from 35 to 60 days after rule filing with the Legislative Reference Service before deemed disapproval occurs.

Rules become effective upon adjournment of the next legislative session if the Lieutenant Governor approves them and the Legislature fails to pass a joint resolution overruling that approval.
