AL SB116

Creates the Alabama Technology Authority to serve all executive branch departments, agencies, authorities, boards, bureaus, commissions, and other state government entities currently served by the Department of Finance's Division of Data Systems Management.

Establishes a board of directors composed of the Director of Finance and Director of Commerce as ex-officio members, one House member appointed by the Speaker, one Senate member appointed by the Lieutenant Governor, three representatives from non-educational state entities appointed by the Governor, four representatives from the business sector, and two additional members appointed by the Governor.

Grants the Authority power to coordinate with the Secretary of Information Technology to develop a comprehensive four-year strategic information technology plan, make bylaws and regulations, and enter into contracts and agreements necessary to carry out its duties.

Allows the Authority to employ a chief executive officer and professional staff to be approved by the board; employees are eligible to participate in the State Employees' Retirement System.

Requires a one-year transition period during which all information technology personnel from the Division of Data Systems Management transfer to the Authority, with the intent that over time private entities replace state employees through open and transparent bidding processes.

Takes effect on the first day of the twelfth month following passage and approval by the Governor.
