• Appropriates $8,942,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2014, for support and maintenance of educational programs.

• Requires at least $1,284,788 of the appropriation to be expended for agricultural research and extension service state match.

• Mandates submission of an operations plan for fiscal year 2013-2014 with goals and measurable performance indicators and an audited financial statement for fiscal year 2011-2012 prior to fund release by the Director of Finance.

• Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

• Becomes effective October 1, 2013.
