Amends Alabama Code Section 32-8-64.2 to reduce the lien release period from five years to four years for vehicles that are 12 or more model years old.

Exempts travel trailers and vehicles weighing more than 12,000 pounds gross weight from the four-year rule; these liens must be satisfied per Section 32-8-64.

Allows creditors to extend liens beyond four years by applying for a new certificate of title listing the lien or security agreement before the four-year period expires.

Requires the Department of Motor Vehicles to establish a procedure for electronic submission of lien releases within 10 days of satisfaction.

Becomes effective on the first day of the third month following passage and approval by the Governor.
