SB146 Summary

• Prohibits state officers and employees from appointing or contracting with relatives within the fourth degree of affinity or consanguinity to any state job, position, or office of profit.

• Makes any appointment of a relative to an agency head, appointing authority's designee, deputy director, assistant director, or associate director position void and ineligible.

• Prevents relatives within the fourth degree from being immediate supervisors, in the chain of command, or participating in hiring, evaluation, reassignment, promotion, or discipline of public employees.

• Exempts current city and county board of education employees and those hired into non-supervisory posted positions where the relative is not involved in hiring decisions or chain of command.

• Establishes penalties of up to $500 fine or one year imprisonment for violations, with willful violations subject to disciplinary action up to separation from state service; exempts employees hired before September 16, 1963.
