Removes the $250 minimum threshold and 24-hour time period requirement for lobbyists reporting expenditures on items excluded from the definition of "thing of value," requiring reporting of all such expenditures regardless of cost.

Requires lobbyists to report additional information with each expenditure, including the name of the related public official or public employee and a description of the item.

Expands lobbyist reporting requirements to include expenditures made to public employees and their family members, in addition to public officials.

Removes the $250 minimum and calendar day limitations for non-lobbyists who negotiate contracts or financial transactions with public officials or public employees, requiring them to report any expenditure amount.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
