Amends Alabama Code Section 16-24-2 to expand the definition of "resident student" for admission and tuition purposes at public institutions of higher education.

Requires institutions to consider active duty service members and their spouses and dependents stationed in Alabama as resident students, along with members of the Alabama National Guard with at least two years of service.

Establishes resident student status for veterans of the Armed Forces who evidence intent to establish domicile in Alabama and meet one of three conditions: honorable discharge within one year of enrollment, current service in a reserve component, or service-connected disability assigned by the Department of Veterans Affairs.

Requires boards of trustees at each public institution of higher education to adopt rules and guidelines necessary to implement the amended statute.

Becomes effective immediately upon passage and approval by the Governor.
