Amends Section 32-5A-58.2 (Alabama Move Over Act) to include garbage, trash, refuse, and recycling collection vehicles actively collecting materials on roadsides.

Requires drivers on interstate or multi-lane highways to vacate the lane closest to these vehicles, or slow to at least 15 mph below the posted speed limit if unsafe to move over.

Requires drivers on two-lane roads to move as far away as possible and slow to 15 mph less than posted speed limit (or 10 mph if posted limit is 20 mph or less).

Establishes penalties of $25 for first violation, $50 for second violation, and $100 for third or subsequent violations under the move-over requirements.

Requires drivers to yield right-of-way to stopped or traveling garbage collection vehicles and pedestrian workers, with violations punishable by fines up to $50; becomes effective three months after passage.
