Authorizes the Commissioner of Revenue to prescribe the manner and method for persons to apply for and remit funds for the commitment to purchase process for new specialty license plates, replacing the previous requirement to apply through county issuing officials.

Requires that if an organization sponsoring a specialty license plate fails to achieve the required number of commitments (250 for Quantity Class 1 or 1,000 for Quantity Class 2), the organization may not submit another application for a period of one year from the date the commitment period ended.

Clarifies that distinctive license plate use is limited to passenger cars, pick-up trucks of not more than 8,000 pounds gross weight, and self-propelled campers or house cars.

Designates credit card processing fees associated with specialty plate commitments as the responsibility of the person making the commitment and specifies such fees are nonrefundable.

Becomes effective immediately upon passage and approval, but does not apply to license plate applications until January 1, 2014, or as otherwise provided by department rule.
