SB179 - The Red Tape Reduction Act

• Requires agencies to post proposed rule text on their website and electronically notify registered persons when filing notice of intent to adopt, amend, or repeal rules.

• Mandates agencies to prepare and submit a Business Economic Impact Statement to the Joint Committee on Administrative Regulation Review if a business notifies the agency of negative impact before the notice period ends.

• Business Economic Impact Statement must estimate the number of affected businesses and projected reporting, recordkeeping, and administrative compliance costs, prepared using information available in the normal course of agency business.

• Authorizes the Joint Committee to require agencies to analyze and report on feasibility of reducing rule impacts through less stringent requirements, simplified schedules, consolidated reporting, or performance standards replacing design standards.

• Requires all agencies to review existing rules within five years and all subsequently adopted rules every five years to determine if they should be continued, amended, or rescinded; effective the first day of the third month following passage and approval.
