Repeals prior adoption and funding of the Common Core State Standards Initiative and prohibits the State Board of Education from adopting and the Department of Education from implementing Common Core State Standards, with all prior adoption or implementation actions declared void.

Prohibits expenditure of funds on construction, enhancement, or expansion of Statewide Longitudinal Data Systems (SLDS) beyond what is necessary for basic administrative needs or federal compliance beginning with the remainder of the 2012-2013 fiscal year.

Restricts sharing of student or teacher data with entities outside the state except when required by the U.S. Department of Education for federal grants, with written agreements limiting data use to program evaluation and requiring parental consent for research use and data destruction after evaluation completion.

Requires the State Board of Education to retain sole control over school standards development and prohibits entering agreements or joining consortiums that cede control to outside entities; mandates public hearings in each Congressional District, one-year community input period, joint legislative committee hearings, and majority Alabama Legislature vote before adopting any statewide school standard.

Allows student or teacher data sharing with testing consortiums only when transmitted in non-individual record format and limited to information directly related to testing such as grade level and test scores.
