Amends Section 32-6-68 of the Code of Alabama to modify the distribution of the $50 annual fee collected from distinctive license plate issuances.

Allocates $5 from each distinctive license plate fee to the Department of Senior Services through the Penny Trust Fund in an account for the "John L. Buskey Senior Meals Program" to provide meals to senior citizens.

Maintains existing fee distributions: 2.5% commission to the vendor, $1.50 to the Department of Corrections for manufacturing costs, and $1 to the Department of Revenue for administrative costs.

Directs the remainder of the additional fee to the sponsoring organization or as otherwise provided under the terms of the approved application by the legislative oversight committee.

Becomes effective on the first day of the third month following passage and approval by the Governor.
