Provides a 5 percent cost-of-living salary increase for fiscal year 2013-2014 and a 5 percent increase for fiscal year 2014-2015 (10 percent total over two years) to state employees, beginning with the first payday on October 1, 2013.

Applies to classified and unclassified state employees, hourly employees, legislative personnel and employees, court officials and employees within the Unified Judicial System, and county health department employees under state Merit System whose compensation is state-funded.

Excludes employees covered by labor agreements or contracts, and does not apply to local supplements provided to judges or local employees whose salaries are tied to state employee compensation.

Directs the Director of State Personnel Department, Administrative Director of Courts, and appropriate legislative officials to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

Requires appropriations to be made through the annual budget act for affected entities; becomes effective on the first day of the third month following passage and approval by the Governor.
