SB219 Summary

• Creates the Alabama First Responder Wireless Commission to ensure effective communication services for law enforcement, fire and rescue services, and public health/emergency personnel during emergencies and disasters.

• Establishes a 28-member commission consisting of representatives from state agencies, law enforcement associations, fire departments, emergency management organizations, local government groups, and the Poarch Band of Creek Indians.

• Authorizes the commission to purchase, lease, or implement a statewide wireless communications system for first responders and private entities in partnership with the state, with sole authority over design, engineering, and construction.

• Creates the First Responder Wireless Commission Fund in the State Treasury to be funded by federal grants, legislative appropriations, user fees, lease revenues, and other lawful sources for system creation, implementation, and operation.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
