Exempts cottage food production operations from obtaining a food service permit from county health departments if they meet specific requirements.

Qualifies operations that produce baked goods, canned jams or jellies, dried herbs or herb mixes, or candy from a home kitchen with annual gross income of $20,000 or less and sell only directly to consumers.

Prohibits State Department of Public Health and county health departments from regulating food production at qualifying cottage food operations except as specified in the act.

Requires the State Department of Public Health to promulgate rules mandating labels on all products sold that include the operation's name and address and a statement that food is not inspected by health departments.

Prohibits cottage food production operations from selling their products over the Internet.
