Expands Alabama Medicaid program to cover all eligible persons for whom federal matching funds are available under the Patient Protection and Affordable Care Act (Public Law 111-148 and Public Law 111-152).

Federal government will fund 100 percent of expansion costs for three years starting in 2014, declining to 95 percent in 2017 and 90 percent in 2020.

Directs Alabama Medicaid Agency to serve as lead agency for implementing the Medicaid expansion and authorizes it to request assistance from state and federal agencies.

Requires Legislature to annually appropriate adequate funding to Alabama Medicaid Agency for implementing and operating the expansion program.

Becomes effective on the first day of the third month following passage and approval by the Governor.
