• Defines "registered service agent" as any individual, agency, firm, company, or corporation that services, repairs, or reconditions weighing or measuring devices for compensation and registers with the Commissioner of Agriculture and Industries.

• Requires owners of weighing and measuring devices to use registered service agents to perform annual testing and inspection, with the commissioner's duty fulfilled by the registered service agent's work.

• Authorizes registered service agents to perform inspections in accordance with Board of Agriculture and Industries rules, allows the same or different agents to perform recalibration or repair, and permits agents to be employees or affiliates of device owners.

• Requires registered service agents to provide inspection and test reports to the commissioner and allows the commissioner to periodically monitor and audit the agents' work; permits suspension or revocation of registration beginning October 1, 2013 for violations.

• Authorizes the Board of Agriculture and Industries to adopt a schedule of civil fines for weights and measures violations, with all collected fines deposited into the Agricultural Fund in the State Treasury.
