• Requires all persons who serve, dispense, or provide alcoholic beverages at on-premises retail licensed locations to obtain a server registration identification card from the Alcoholic Beverage Control Board prior to handling any alcoholic beverages.

• Server identification cards are valid for four years and renewable upon payment of applicable fees; cards can be replaced for $20 if lost or destroyed.

• Establishes various fees distributed between the ABC Board Law Enforcement Licensing Fund and the General Fund: $35 for initial card and renewals, $100 reinstatement fee for late renewal, and $275 fee for reinstatement after suspension or revocation.

• Prohibits unauthorized possession or reproduction of server identification cards (Class A misdemeanor) and unauthorized use of state seals for commercial purposes (Class C felony).

• Creates the ABC Board Law Enforcement Licensing Fund to collect and disburse fees for ABC Enforcement Division expenses including employee salaries, travel costs, and administration.
