• Amends Section 16-13B-7 of the Code of Alabama 1975 to extend the maximum contract period for purchases of personal property or contractual services from 3 years to 5 years.

• Lease-purchase contracts for capital improvements and repairs to real property remain limited to 10 years, as do all other lease-purchase contracts.

• Applies to awarding authorities under Alabama's competitive bidding law when letting contracts through the bidding process.

• Takes effect on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
