Consolidates firearm regulation preemption language and prohibits counties and municipalities from regulating gun shows, possession, ownership, transport, carrying, transfer, sale, purchase, licensing, registration, or use of firearms, ammunition, or firearm components, with limited exceptions for discharge regulation and tax collection.

Establishes concealed weapon permit issuance within 30 days, allows permits valid for one to five year increments, requires sheriff investigation using National Instant Background Check System, permits electronic applications and payments, and provides appeal process to district court within 30 days of denial or revocation.

Allows employees to transport or store lawfully possessed firearms in privately owned motor vehicles in parking areas if they possess valid concealed weapon permit or valid hunting license with unloaded weapon, and provides civil liability immunity to employers and property owners except for their own wrongful acts.

Prohibits firearm possession in specific locations including police stations, prisons, psychiatric facilities, courthouses, and athletic event facilities without express permission, with Class C misdemeanor penalty for violations; establishes rebuttable presumption that visible, holstered pistol carrying is not disorderly conduct.

Amends self-defense law to justify use of physical force on business property against persons committing crimes and expands "stand your ground" protections; repeals municipal authority to enact handgun ordinances; establishes Attorney General authority for reciprocal permit agreements with other states.
