Reclassifies the crime of paying for, offering to pay for, or accepting payment for a vote from a Class C misdemeanor to a Class C felony under Section 17-17-34 of the Alabama Code.

Applies to conduct related to voting or withholding votes, as well as voting for or against any candidate.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
