• Amends Section 14-3-58 of Alabama Code to expand notification requirements when an inmate escapes from a penal facility beyond just the Governor to include state and local law enforcement agencies and electronic media outlets.

• Requires notification within 12 hours of escape to the Governor, Department of Public Safety, local sheriffs and district attorneys, police chiefs, and electronic media outlets broadcasting within 75 miles of the escape location.

• Mandates notification include the time and circumstances of escape, detailed inmate description with most recent mug shot, and conviction information.

• Requires the Department of Corrections to post escape notifications on its website within a reasonable timeframe and enter escapees into the National Crime Information Center within 12 hours of escape.

• Maintains existing $400 maximum reward for inmate apprehension and retains the "Joel Willmore Act" designation; becomes effective on the first day of the third month following passage and approval.
