Mandates 12 hours of continuing education annually for all professional bondsmen, with certificates of completion submitted to court clerks and judges by December 31 each year.

Suspends professional bondsmen from acting during noncompliance with training and education requirements until satisfactory proof is provided to issuing authorities.

Caps the cost of the initial 20-hour course and test at $500 and the annual 12-hour continuing education course at $500.

Distributes collected fees as follows: 85% to the administering association, 5% to the local Judicial Administrative Fund, 5% to the circuit clerk's fund, and 5% to the Alabama Sheriff's Association.
