SB321 - Abortion Coverage Prohibition Act

• Prohibits health insurance contracts, plans, and policies delivered or issued in Alabama from covering elective abortions unless the individual policyholder purchases a separate optional rider and pays an additional premium.

• Defines "elective abortion" as an abortion for any reason other than spontaneous abortion or to prevent the death of the pregnant woman.

• Applies to health insurers, nonprofit hospital and health service corporations, group and blanket health insurers, health maintenance organizations, employers providing self-insured health benefits, and other insurance provisions incidental to health coverage.

• Does not create or recognize a right to abortion and does not make lawful any abortion that is currently unlawful under Alabama law.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
