Requires state and local government agencies to give equal certification credits to forest products certified under the Sustainable Forestry Initiative, American Tree Farm System, and Forest Stewardship Council when using green building standards for publicly-funded construction or major renovation projects.

Defines "major renovation" as any project with a construction budget of 50 percent or more of the current replacement costs of a building.

Applies to all state agencies, state-supported institutions of higher learning, and county, municipal, or other political subdivisions when state funding is used in whole or in part for construction or major renovation.

Specifies that applicable green building standards include LEED, International Green Construction Code (IGCC), Green Globes, and other nationally recognized high-performance green building rating systems.

Becomes effective on the first day of the third month following passage and approval by the Governor.
