• Authorizes the Lee County Commission to adopt supplemental purchasing processes for personal property purchases using vendor store cards and procurement cards.

• Requires any adopted supplemental purchasing process to comply with effective business practices, include safeguards to reduce fund misappropriation risk, achieve cost savings, and provide employee training on purchasing procedures.

• Allows the Lee County Commission to receive rebates from procurement card programs, with rebates first used to reimburse operational costs and then deposited into the Lee County General Fund for general county purposes.

• Preserves existing requirements that purchases subject to competitive bidding under general law remain subject to those requirements.

• Became effective immediately upon passage and gubernatorial approval on May 2, 2013 in the Senate and May 9, 2013 in the House of Representatives.
