Repeal Alabama Code sections 27-3-21 through 27-3-25 relating to insurance commissioner powers over insurer certificates of authority.

Remove provisions governing discretionary and mandatory suspension or revocation of insurer certificates based on violations, insolvency, uncooperative conduct, or failure to pay judgments.

Eliminate procedures for notice to insurers and agents, publication of revocations, and automatic reinstatement of suspended certificates after one year.

Remove requirements for insurers to appoint the insurance commissioner as process agent and designate addresses for service of legal process.

Become effective immediately upon passage and approval by the Governor.
