Repeals sections 27-3A-5 and 27-3A-6 of the Alabama Insurance Code governing utilization review agents' minimum standards and department enforcement procedures.

Removes requirements for utilization review agents to provide determinations within two business days, maintain appeal procedures, and make staff available by toll-free telephone at least 40 hours per week.

Eliminates requirements that physicians, chiropractors, or psychologists conduct utilization review determinations and that agents allow 24 hours for notification after emergency admissions.

Repeals section 27-4-2 establishing the Commissioner of Insurance fee schedule for certificate of authority, producer licenses, solicitation permits, and other insurance regulatory fees.

Becomes effective immediately upon passage and gubernatorial approval.
